I need help identifying the bush in these photos. It has dark green glossy leaves and clusters of small white fragrant flowers. I would like to know what it is called and whether it is deciduous or evergreen. Thanks.

It looks like Ligustrum vulgare, privet, which is listed as semi-evergreen on Privet - Wikipedia. The Art's Nursery page in Surrey, BC, at Privet | Arts Nursery Ltd, shows other privet species and cultivars which it calls evergreen.
The Wikipedia page shows it as invasive, but E-Flora BC Atlas Page (ubc.ca) doesn't consider invasiveness to be an issue for it in BC.

Agree with Common Privet Ligustrum vulgare, which is semi-evergreen, shedding most of its leaves through the winter (the colder the winter, the earlier and more it sheds). Yes, other species of privet (e.g. L. ovalifolium, L. lucidum, etc.) are more fully evergreen, but they also look very different, with much broader leaves.
